National Bank of Ukraine plans to limit card transfers

According to the Governor of Ukraine, Andriy Pyshnyy, the National Bank of Ukraine may soon introduce restrictions on transfers between cards.

“We are currently working on the final decision and plan to discuss it at the board meeting next week,” Pyshnyy said in his interview with Economichna Pravda on Tuesday.

The move sparked a fierce public reaction after it was announced in July this year, as it was seen as a nuisance to Ukrainian volunteers helping the army. Ukraine’s chief banker said “talks” with volunteers had helped ease tensions.

“We have held several meetings with volunteers, collected their feedback and outlined how the proposed decision would enable banks to meet the needs of volunteers. We have answered their questions and the intensity of the debate has subsided. This indicates that we are moving closer to a decision that the National Bank can effectively communicate,” Pyshnyy explained.

He also argued that this move was necessary to address the problem of illegal cash schemes involving so-called “drop (mules)”.

“It is a fact that the ‘drops’ (mules) pose a significant problem for the state budget. I believe that these are significant amounts that could be transferred to the budget if we persevere and successfully solve this problem,” Pyshnyy added.

The original plan assumed that the National Bank of Ukraine would set limits on card transfers with a ceiling of 100,000 hryvnia and 30 monthly outgoing payments.
