Dan Laughlin meets with students for EC3, part of the Whole Home Repair legislation

A vocational program at Erie County Community College (EC3) concludes its summer semester.

This new program was made possible after Senator Daniel Laughlin who was able to get his first look at the bill he had fought for at the last session in Harrisburg.

“Without this program, I would probably never work in a trade,” says Shamel Jones, a student in EC3’s construction trades program.

A bill passed with the help of Senator Dan Laughlin now has a direct impact on students in Erie County.

$125 million was invested in a program called Whole Home Repair to help homeowners with necessary repairs they cannot afford.

A portion of these funds were available for training, resulting in a new construction trades program offered by Erie County Community College.

The Whole-Home Repairs Program is experiencing massive demand; no further applications will be accepted

“We have about five thousand dilapidated homes and probably twice that, we’re approaching that number. So the need is great and there certainly will be no shortage of jobs for these kids when they leave this program,” said Pennsylvania State Senator Dan Laughlin.

Over 15 students took the time this summer to learn fundamental skills essential to success in the construction industry.

Shamel Jones plans to become a general contractor when he grows up and said he has learned skills in communication, teamwork and material handling.

“Construction is something I’ve been passionate about since I was a kid. I’m from New York City, so I’ve always been involved in construction,” Jones said.

Students said this program was a once-in-a-lifetime opportunity and prepared them for future success.

“Some people may not be able to afford these things, so this is a perfect opportunity,” said Tajz Fowler, another student in EC3’s construction trades program. “This is what I came here for, to build a better future for myself and my child.”

Fowler said meeting with the senator was like looking through the lens of future possibilities.

Senator Laughlin has been in the construction industry for over 30 years and is therefore very committed to the program.

“To see the sparkle in their eyes and the excitement they feel as they walk out of here and hopefully get some great jobs and start their lives,” Senator Laughlin continued.

The senator hopes to continue to advocate for long-term funding for such programs across the state.
