Government takes next step to better screen workers

Today The Defense Counterintelligence and Security Agency announced that it has successfully begun implementing Continuous Vetting (CV) for the Non-Sensitive Public Trust (NSPT) population.

“This milestone marks the beginning of a process that will ultimately enroll over one million additional employees in CV services, ensuring a trusted workforce through automated record-keeping, time- and event-based investigative activities, and near real-time agency-specific information sharing,” the DCSA said in a press release.

Inclusion of the NSPT population in CV is a central aspect of the Trusted Workforce 2.0 overhaul, which broadens the scope and emphasis on better screening and mobility of the entire Trusted Workforce, not just those in national security roles.

CV replaces current reinvestigation requirements and will help the government identify problems more quickly than the current 5-year periodic reinvestigation interval for public trusts (a policy requirement of 5 CFR Part 1400).

“Expanding CV to the NSPT workforce is a critical component of the federal government’s Trusted Workforce 2.0 policy and increases the trustworthiness of all federal employees,” said DCSA Director David Cattler. “This milestone is a testament to the hard work and collaboration between DCSA and our federal customers and partners.”

Enrollment of the entire public trust population in CV was originally scheduled to be completed by the end of fiscal year 2024, following the completion of successful pilot projects in 2023. Delays in the National Background Investigation Services (NBIS) have pushed back the deadline, and DCSA now hopes to complete enrollment by the end of fiscal year 2025.

Agencies should await guidance from the DCSA regarding enrolling their patients in CV, but they should begin preparations now by ensuring that staff have up-to-date standard forms and are aware of any agency-specific self-reporting policies.
