Research Agenda – Kleinman Center for Energy Policy

Driving change with energy policy research

We support the energy transition with research on various topics, but focus on three core topics.

Core topics

Our expertise

Removal of greenhouse gases

Achieving net-zero annual greenhouse gas emissions by mid-century requires three actions: increased energy efficiency, deep decarbonization, and carbon dioxide removal (CDR) – to counterbalance the sectors that are really hard to decarbonize. With insufficient action being taken around the world, the importance of CDR is growing.

Moral hazard and differing risk assessments are present in the adoption of CDR, but current debates are often clouded by confusion and mistrust. The Kleinman Center’s integrated research core is uniquely positioned to cut through these shadows, with our focus on technology performance and impact, policy mechanisms to implement standards, and legal frameworks to legitimize CDR and enforce the terms of its societal license.

Institutions and Governance

The institutions we build to govern energy supply can facilitate or hinder a rapid and just transition. In the United States, our energy system is governed by a complex web of public and private local, state, regional, and federal institutions.

Kleinman Center researchers seek to understand these complexities by examining how process and structure relate to outcomes. We examine utility incentives and practices, regional governance arrangements, cooperation and tensions between state and federal energy regulators, public versus private versus cooperative ownership, and the role of public participation in energy governance.

Policy design

To urgently address the problem of climate change, we need to develop innovative strategies that break entrenched habits and move us towards a sustainable future. With a focus on energy policy-making and a combined understanding of the laws and technologies that affect them, we have the tools to develop effective strategies that accelerate the energy transition – at local, national and international levels.

Our Center is committed to providing the latest research and recommendations to support policymakers and other leaders in their efforts to advance the use of renewable energy sources, improve energy efficiency, and promote the development of low-carbon technologies.
