Road repairs in the Panorama district completed

One year after Tropical Storm Hilary, road repairs and reconstruction in the Panorama district have been completed

CATHEDRAL CITY – The City Council approved a notice of completion for street resurfacing and repairs on streets in the Panorama neighborhood affected by Tropical Storm Hilary on Aug. 14. The Department of Public Works’ announcement that street resurfacing in the area is now complete comes within a year of the unprecedented weather event.

The City Council approved a $731,400 construction contract with Hardy & Harper Inc. for these repairs on April 10. Work will continue along Date Palm Drive and Vista Chino in the affected areas as the City continues to work with the Federal Highway Administration (FHWA).

The following measures were carried out as part of the road renovation:

  • Horizon Road from Vista Chino to Panorama Road
  • Los Gatos Road from Fortuna Way to Date Palm Drive
  • Panoramic street from Avenida Diosa to Avenida La Vista
  • East-West Alley from Horizon Road to Date Palm Drive
  • North-South Lane from Adelina Road to the southern end of the lane

The projects that significantly improved accessibility and drivability included:

  • Installation of 14,400 square meters of asphalt
  • Redesign of curb and gutter on Horizon Road
  • 5 curb ramps have been updated to current ADA standards
  • Signing and striping
  • Coordination with CVWD – adjustments of valves and manholes
  • Improved road surface condition index (PCI) of residential streets from poor to very good

On August 20, 2023, Tropical Storm Hilary struck Cathedral City, resulting in flooded streets, residential neighborhoods, and mudslides in various areas of Cathedral City. Floodwater runoff brought with it large amounts of sediment and debris, causing many areas of the city to be flooded and covered with several feet of mud and debris.

Emergency response and cleanup operations throughout the Panorama District began on August 21, 2023, and were completed on March 20, 2024. Various contractors have been hired to assist the city in disaster recovery.

As a result of the emergency work, the pavement of several residential streets and public alleys in the Panorama district was damaged by flooding, mudslides and the heavy machinery used in the clean-up operations.

Goal B of the city’s five-year plan focuses on ensuring that Cathedral City’s streets, gates, public spaces and other civic infrastructure are well planned, designed, constructed and maintained. Residents can view the full plan here.
